Weather system refactored - added $weather_effect base class (#8563), $effect_snow (#8565), $effect_rain (#8568), $snow_pile (#8564), $puddle (#8566). Added $room.outdoor, $room.weather_location, $room.active_weather_effects. Added $area.weather_location, $area.weather_source. Weather service (#2688) now has effect-based update loop. Effects are self-discovering via inheritance, physical objects self-decay.

#6011 notes feature, @save, @recall. Save and recall notes in text, html, markdown. It's player specific, but not encrypted or anything. Notes are stored in it's .notes dictionary. Feel free to improve it. Needs delete, print to $note or $book. Needs multiline json parsing and then pretty printing entries that are moo maps.

#59:toint no longer accepts a to argument as that would return a string. Use #26:base_conversion instead of string back is ok.

$code_utils:toint now accepts floats as input. $code_utils now accepts option from and to base arguments which is the same as calling out to $math_utils:base_conversion. Default to base is decimal. So, to convert "ff" to decimal you can $code_utils:toint("ff", 16)
