Function: void file_seek(FHANDLE fh, INT loc, STR whence)

Seeks to a particular location in a file. whence is one of the
strings:

o "SEEK_SET" - seek to location relative to beginning

o "SEEK_CUR" - seek to location relative to current

o "SEEK_END" - seek to location relative to end

This is implemented using fseek().
