Syntax: decode_base64 (STR base64 [, INT safe]) => STR

Returns the binary string representation of the supplied Base64 encoded string argument. Raises E_INVARG if base64 is not a properly-formed Base64 string. If safe is provide and is true, a URL-safe version of Base64 is used (see RFC4648).

decode_base64("AAEC") => "~00~01~02"
decode_base64("AAE", 1) => "~00~01"
