Emperor Joshua Norton states, "My dear friends, I am pleased to announce the creation of a new national holiday! From this day forth, the second Tuesday of every month shall be known as 'Antler-Scratching Day'. Let us all take a moment to celebrate our unique quirks and eccentricities."
