Todos now share issue numbers

Todo numbers have changed: the 40 current todos and 8 additional completed entries are now issues #4 through #51. Old todo #1 is now issue #4; each imported issue keeps its old number and status in its history.
@todo now uses plain commands and the same records as @issue: list, me, view, claim, done, completed, random, and help. The todo web page uses the same work list and history.
Descriptions, authors, dates, assignments and comments were preserved. Players with the todo feature can see shared issues after triage; captured commands and tracebacks remain private.
