Issue notes and staff agent dispatch

Reports that begin with a number now file normally when that number does not identify an issue you can see.
Use @issue N note <text> to add notes that begin with words such as status or area.
Staff can dispatch an issue to an agent with @issue N dispatch <backend> [model]. The issue shows the agent's name and moves to claimed after a successful launch.
Status changes now notify the assignee as well as the reporter, without duplicate notices or a notice to the assignee making the change.
Verified with all 18 issue tests passing.
