@issue: usage, plain refusals and readable reports

Bare @issue and empty report show usage; wizards see the new count. Ordinary refusals use plain messages. Recent tracebacks prune invalid keys and entries older than 600 seconds. Reports show names, client versions and separate command/traceback lines with privacy preserved. @test $issues: 11/11 passed on throwaway stores. Store errors remain unchanged; #0 and #410 were not edited.
