Web client: exits are in the command list

The web client's command list, and Tab completion on the first word, now include the exits you can see from where you stand, such as north and n.
Programmers: about twenty internal verbs that were declared as commands by mistake (do_ntfy, set_eval_subs, do_rpage and others) are now this none this. They are called the same way from code, and can no longer be typed.
