Help system section 1: stop the damage

Renamed #826:@help to @old-help-editor, so @help no longer creates empty topics.
Deleted 18 empty topics from $playerhlp_db (#1998) and 58 scratch props from #826. The only unique text (the movement topic) is saved on glorp.help_movement_recovered.
Fixed $wiz_utils:missed_help's caller guard (it accepts help/phelp/nhelp verbs on player classes) and turned record_missed_help on. Test: $wiz_utils:test_missed_help_guard.
