Feature-owned autosay prompts

Moved autosay prompt state from player properties into #3724's inherited per-player feature storage.

Added a unique newest-first 50-entry history, @autosay-prompt display/history/restore flow, and migration-safe tests.

Updated all prompt consumers and added graceful provider-error handling; successful AI generation is blocked by the configured key's HTTP 401.
