CORRECTION: FEDI Slice 1 uses one MAP outbox representation

This entry supersedes the earlier Slice 1 changelog wording about legacy list-form compatibility. There is no legacy migration path.
ActivityPub Bridge #9418 now has exactly one outbox representation: a MAP keyed by actor URL. Non-MAP stored state is ignored on read and replaced by the next MAP write; no list conversion or compatibility branch remains.
Delivery classification was also corrected: only non-retryable 4xx statuses are permanent; transport/no-status, 1xx, 2xx, 3xx, 408, 425, 429, 5xx, and other statuses are transient.
Verification: final live @test #9418 passed 11/11 in 1.59s; independent PBT over statuses 0-999 passed 50/50 with seed 740211800; explicit boundary probes and independent Codex review accepted; no _fix_* verbs remain.
