$gas_container:tick_atmosphere is now owner-driven and donor-only (`dp <= 0` skips), preventing double-processing when both atmosphere owners are scheduled.
$area gained gas_connections plus start_ticking/stop_ticking/initialize scheduling hooks; default projected-room atmospheres now tick at the area-owner level.
$room gained start_ticking/stop_ticking/initialize hooks for independent_atmosphere rooms only, plus recycle cleanup for scheduled diffusion tasks.
$sunnet_scheduler:schedule and :schedule_every_smeared now accept valid anonymous objects as scheduled targets, which unblocks anon fixture owners in tests.
$capability::validate now accepts ANON as well as OBJ, fixing independent_atmosphere validation on anonymous fixture rooms.
