$janet Tier 2 output cleanup

$anthropic:parse_response: routed server_tool_use items to ret["tool_uses"] instead of splicing "web_search query: X" into ret["text"]. That's why responses no longer lead with tool-call scaffolding. Breaks nothing — searched 26 call sites for $ai:message and none consume tool_uses.
$anthropic:parse_response: switched citation formatting from hardcoded "1. " prefix (which made every citation number-1) to "- " bullets, which is honest about not knowing the numbering.
$janet:_looks_like_markdown: new helper — scans a line list for `**`, `](`, `##`, or backtick. Returns 1 on any hit.
$janet:_dispatch output branch: three-way now — markdown content → markdown block (regardless of length), single plain line → say, multi-line plain → markdown block. Fixes the "**4**" raw-text bug without losing the conversational feel for short plain replies.
Added $janet:test_looks_like_markdown with positive (bold/link/heading/code) and negative (plain, multi-plain, empty) cases. @test $janet passes 2/2. Live-verified: "search what is 2 plus 2" now renders as a markdown block instead of raw `**4**`; "search latest stable python" no longer leaks "web_search query:" as line 1.
