$sqlite_db query API: :q, :one, :val, :run, :ddl

Added 5 new waif verbs to $sqlite_db (#3882) for parameterized queries returning maps.
:ddl(sql) for schema changes with auto cache refresh.
:q(sql, params) returns list of maps, :one() single map, :val() scalar, :run() for writes.
Schema cache (._col_cache) hydrated on :open() via PRAGMA table_info for all tables/views.
1 test passing on $sqlite_db.
