$clock and $effect delta-time retrofit, final cleanup

- $clock:tick(dt) - wind drain scales by dt, chimes only in live mode
- $clock:start_ticking/stop_ticking register/unregister with $ticker
- $effect::tick(dt) - remaining decrements by dt seconds, not fixed tick_interval
- $effect:global_tick(dt) and tick_effects(dt) pass dt through the chain
- Added $effect:tick wrapper for $ticker integration (class tick vs waif ::tick)
- $ticker:do_tick handles objects without .last_ticked (E_PROPNF safe)
- Registered $effect with $ticker for global effect ticking
- Fixed test_refresh for explicit dt args
- 51 tests green across 8 systems
