$github_fo: Restructured to nested gh CLI pattern with webhook subscriptions

Restructured $github_fo (#9434) from flat commands to nested subcommand dispatch. Commands now follow gh CLI style: @gh repo view/show/set/list/commits/labels/readme/releases/subscribe/unsubscribe, @gh issue list/view/show/comments, @gh pr list/view/show, @gh search repos/issues/code/users. Added 'show' commands that display to room or specific player. Added @gh auth for token management. Built webhook subscription system on #5894: subscribe/unsubscribe/notify/create_webhook/delete_webhook/format_event verbs. Any object can subscribe to repo events via #5894:subscribe(). Updated http_request to dispatch notifications to subscribers. Cleaned up old flat cmd_* verbs.
