Added $command_utils:dispatch_subcommand for reusable cmd_* verb delegation.

Refactored $github_fo:@gh to use dispatch_subcommand (5 lines instead of 75).

New commands: pr, commits, comments, labels, readme, releases.

Enabled $github.sanitize_responses for clean ~0A handling.

All repo-scoped commands support current repo context via @gh repo set.
