Added $time_utils:parse_natural_date - accepts "today", "tomorrow", day names ("saturday", "sat"), month+day ("march 1", "mar 15"), and YYYY-MM-DD.

Added $time_utils:_ts_to_date - converts timestamp to YYYY-MM-DD string.

Updated @ev add and @ev edit to use natural date parsing and player timezone.

Fixed menu bug in remove/edit/join/leave (mapkeys instead of map to $command_utils:menu).

Added test for parse_natural_date on $time_utils.
