Fixed GitHub webhook showing ~0A encoded newlines in commit messages

Modified $github_webhook:hook_workflow_run to use $string_utils:explode_multiline() on commit messages.
This decodes MOO binary string escapes (~0A = newline, ~F0~9F~A4~96 = emoji) and extracts just the first line (commit subject).
Notifications now show clean commit subjects instead of raw encoded multiline messages.
