Fixed E_INVIND traceback in $perm_utils:controls during object recycling

$perm_utils:controls - wrapped return statement in try-except to catch E_INVIND

Problem: accessing what.owner during $root_class:recycle could fail with Invalid Indirection

Solution: return `expr ! E_INVIND => 1' grants permission if object state is inconsistent
