Added @make-area command to $builder

New command simplifies area creation for builders.

Usage: @make-area <area name>

@make-area <area name> with <first room name>

Creates an $area, sets ownership to player, and moves it to $nothing (not inventory).

Optionally creates a first room inside the area.

Uses player's dig_room build option for room parent.
