Fixed check_system_power to include battery available power

Added lines 12-15 to calculate available battery power (min of discharge_rate and current_charge) and add it to total_power before deciding to shut down systems. Previously, batteries were never considered in power calculations, so systems would shut down even when batteries could cover the gap.
