Fixed range error in URL Wrouter and bug in $api:eval

- #6269:http_request - Fixed range error when URL path ends at router's path (e.g., /api with nothing after). Now properly falls through to "index" instead of crashing.
- #6268:eval - Updated to new signature (request, session, @rest) and fixed bug where 'code' variable was undefined (now reads from json["code"]).
