split_by_regex function for flexible string splitting

Implements a regex-based string splitting function that extracts text

segments between pattern matches. Supports any PCRE pattern as delimiter

and optional inclusion of empty segments.

- Works with complex regex patterns, not just simple characters

- Handles edge cases like leading/trailing delimiters

- Configurable blank segment handling via include_blanks parameter
