By default transmit_rawtext will now attempt to build a GMCP packet, but doesn't quite have enough info to. transmit_say adds info to task_local() which transmit_rawtext will now use if available. This means messages include the talker, but socials don't, since it's part of the social name. We can modify this as necessary by calling set_task_local(["gmcp_channel_data", {channel_name, sender_name, message}]) in transmit_* verbs on $channel.
