Changed it so that after calling fetch_verb_code, it scans the verb from the last line backwards, removing all comment lines. This has the effect that when the verb is saved, there is only one remaining "last modified by..." line in said verb. If people don't like it, go ahead and remove it, but I thought it'd be better if verbs weren't cluttered with tons of last mod lines.
