Generic service, initial integration of web server with services.

Added:

I created the $service object. It's quite well documented, help $service. I also began integrating the webserver with the service framework -- so far it supports the start and stop methods and handles changing of state quite handily.

Notes:

I hope to add more to services, not just servers but things like the scheduler and what not, and create some kind of service handler to report on the states of all services, start and stop services, etc.

I also need to integrate the web server more fully with the services framework, make it set error states if it does indeed error.

Also need to add service error reporting to the state code to be globally announced.
