revent update

Changed:
$room_utils:do_revent
make it so it doesn't do anything if the room's revent_interval is less than 1
$room.revent_interval has been changed to 0 so that revent isn't called when there's nothing to do. So, add a revent verb and change the room's interval to get it to work. this cuts down on number of forked tasks making this system have an even smaller footprint
