Correct or remove your issue notes

You can now correct or remove your own notes on an issue you can read. Use @issue N to find a note's number, then @issue N edit-note M <replacement text> or @issue N remove-note M. Wizards can also change other people's notes.
Note numbers stay the same after changes. Previous text, authors and revision times remain readable under History; removing a note does not erase its history. See help @issue for examples.
