Added:
react_to_conditions on weather_rooms, a .substitutes list on weather_rooms, do_subbing on weather_rooms.
Changed:
the description code on weather_rooms and the way conditions are processed.
Removed:
Stuff that was modifying how weather_utils:conditions worked.

Ok. This isn't all that complex. I need to put in all the supporting code and we need to add more to .substitutes and that other property that I added...
Basically when the conditions change they have a substitute that's shown in the change message, and then a substitute stuck in the description. react_to_conditions or whatever I called it -- it's 05:30 in the morning... will just do matching and if for instance it's raining it'll call a rain verb that'll make water. or snowing makes our already popular snow. Whatever. You get it and if you don't ask me to 'splain it to you. I'll write the verbdocs ... when someone reminds me.
