One jail for every cell; supply packs and crates now hold their goods

Jail cells, timed arrest cells and the brig's force-field cells now share one set of rules. A permanent cell can hold several prisoners, and a repeat visit to the same cell gets a longer sentence; @release frees a prisoner from any of them. Builders can sentence someone in any room set up for it with $confinement:confine(room, who, seconds) and end it with $confinement:release(room, who). The old jail generic is gone; $jail now names the same cell as $jail_cell.
The 309 sealed supply packs and the empty crates now contain what their labels say: rations and water, couplings, medpacs, glow rods, extinguishers, comlinks, power cells and spare parts. Open one, get what you need, and close it again; copies of a ship or area now keep their packs' contents. New goods include $comlink, $medpac, $glow_rod and $compact_extinguisher. Extinguishers can't fight fires yet, and spare parts are parts, not working machines.
Stripping stock and starting or finishing a workbench job are much faster: used-up materials are now recycled at once.
