Spawning AI ships works for every ship class

Wizards can now use `@spawn-ship` with every ship blueprint. It used to refuse the CR-90 corvette and several others because their blueprints named no pilot; each now carries a pilot for its side (Alliance, Imperial, Federation, Romulan or independent). A spawned ship comes up fuelled and powered, with its pilot at the controls. Example: `@spawn-ship #209354 empire 1000 2000 0 Black Two`. The Nova and the Defiant, which failed to build or came up without power, now spawn online too.
`@despawn-ship <ship>` now removes everything the ship was made of. Before, it left the ship's decks behind and sent copied directory panels and puddles to other people's homes and to the recycle bin.
The 19 ships parked in the universe have full deuterium tanks; three that had no tank now have one. They are still switched off.
