Recycled object ownership defect traced

The typed checkpoint graph proves an invalid object slot already owned a capability WAIF before the command fixture recreated that number. The new object therefore inherited an outstanding numeric-slot reference, and the fixture retained it before sealing. Covers inspect-recycled-waif-ownership.py and the allocation/source diagnosis notes. Native recycled-slot eligibility is being repaired; old and new retained fixtures and foreign references remain untouched.
